Detached soffit is more serious than it looks. Once a panel lets go, wind pressurises the attic and rain enters directly above the ceiling, which is why so many hurricane interior-damage claims trace back to soffit rather than the roof surface itself.
Soffit vents are also part of the attic ventilation system. An under-ventilated attic in Florida heat cooks shingles from below and shortens the life of the roof considerably, so blocked, painted-over or missing soffit venting is worth fixing on its own merits.
